Montenegro DRI finds financial irregularities in Budva voter group

The State Audit Institution (DRI) of Montenegro has issued a negative opinion regarding the 2025 annual consolidated financial report and the operational regularity of the voter group ‘Budva naš grad – Nikola Jovanović’.

An audit revealed that the group failed to report election campaign revenues totaling 18,837.27 euros and expenses amounting to 18,999.13 euros paid from the election account. Additionally, the group did not record revenues from non-monetary contributions or related costs for free bookkeeping services.

Further irregularities identified by auditors include the failure to record inflows and outflows from the special bank account dedicated to local election financing in Budva. The DRI also noted a lack of chronological recording of business transactions from the regular account and a failure to maintain proper cash management despite conducting cash payments. The audit resulted in 17 recommendations to rectify these discrepancies.
