Montenegro Education Union Calls for Boycott of Controversial Rehab Center and Escalates Protest Demands

The Education Union of Montenegro (Sindikat prosvjete Crne Gore) urged the tourism agency Prosvjeta to cease cooperation with the rehabilitation centre “Vilina Vlas” near Višegrad. The union and NGOs highlighted that the centre was used during the 1992‑1995 Bosnian war as a detention, torture and sexual‑violence site for non‑Serb civilians, citing a 1994 UN report and court findings that only one perpetrator, Željko Lelek, has been sentenced.

At the same time, union representatives expressed disappointment that the Montenegrin government has not signed a new general collective agreement or approved wage increases. Ivana Mihajlović, deputy secretary‑general of the Union of Free Trade Unions, warned that if social dialogue does not materialise, the union will intensify its protests in the autumn, potentially adopting more radical tactics.
