Montenegro faces delays in forming Central Election Commission

The formation of Montenegro’s Central Election Commission (CIK) faces significant delays and procedural blockages. Despite changes to the Law on the Election of Councilors and Deputies passed in July—which now allow political scientists to participate in the commission's formation—new competitions for members have not yet been announced.

The process is further complicated by the resignation of Dragan Koprivica, the civil society representative from the Center for Democratic Transition (CDT), leaving a vacancy that the Parliament has yet to fill. Additionally, candidate Muhamed Gjokaj has reported a lack of response to his requests for access to documentation regarding previous commission sessions.

While the European Union Delegation in Montenegro has recommended that the selection of the CIK president and members be completed by the end of August, the Administrative Committee has remained silent on the matter, and the administrative process appears stalled.
