Montenegro government plans mobile incinerators for animal waste disposal

The Montenegrin government is evaluating the urgent acquisition of mobile animal‑waste incinerators and related cold‑storage trucks as a temporary measure to meet obligations under EU Chapter 12 on food safety, veterinary and phytosanitary policy. The proposal includes two mobile incinerators with a capacity of 300–500 kg/h, four specialized refrigerated trucks, several containers for carcass autopsy, administrative use, diesel generators and mobile washing units. The equipment would enable rapid collection, transport and safe burning of animal by‑products across the country and help prevent the spread of infectious diseases.

Two institutional models are under review: involving local municipalities to provide sites, infrastructure and staff, or creating a state‑owned enterprise responsible for collection, processing and disposal of Category 1 and 2 animal by‑products, as required by national waste‑management law. The plan, adopted in April 2026, has also attracted interest in cooperation with neighboring Slovenia, Serbia and Kosovo, and aligns with an EU‑approved innovative waste‑management strategy.
