Montenegro government revokes Carina construction permit in Baošići
The Government of Montenegro has approved measures to revoke a construction permit for the ‘Carina’ project in Baošići, located in the municipality of Herceg Novi. The decision aims to restore the coastline and sea area to its original state following the construction of a massive embankment covering nearly 11,000 square meters.
The Ministry of Urbanism, Spatial Planning and State Property is tasked with issuing urban-technical conditions for the specific cadastral parcels involved, based on the State Location Study for Sector 5 (Kumbor–Đenovići–Baošići). The Ministry must report its progress to the Government by November 1, 2026.
Additionally, the Management Board of the Public Enterprise for the Management of the Maritime Domain is responsible for invalidating previous conceptual and main project opinions. The Protector of Property-Legal Interests of Montenegro and the Municipality of Herceg Novi have also been directed to take necessary legal steps to nullify the construction permit issued to the company ‘Carina’. This action follows efforts by the Administration for the Protection of Cultural Property to preserve the Boka region, which is under UNESCO patronage.
