Montenegro Government Sets Record Law‑making Pace and Unveils 2030 Employment Strategy

In the two‑year period from 23 July 2024 to 23 July 2026, the Parliament of Montenegro passed 414 laws, more than double the previous average of about 110 per year. Minister without portfolio Milutin Butorović said the surge demonstrates the government’s commitment to European Union integration and the creation of a clearer legal framework for accession.

On 30 July 2026 the Montenegrin government approved a National Employment Strategy to 2030. The plan aims to build a sustainable, competitive and inclusive labour market, boost employment, improve job quality and reduce unemployment among vulnerable groups. It aligns with the EU’s Social Pillar and includes measures for youth, skills development and social inclusion. A pilot programme targeting NEET (Not in Education, Employment or Training) youths was launched in Ulcinj, Bijelo Polje and Nikšić, testing service models and institutional capacity before a nationwide rollout.
