Montenegro implements new visa requirements for five nations

Montenegro has introduced a new visa regime for citizens of Russia, Belarus, China, Turkey, and Saudi Arabia, effective November 1. This policy change aims to align Montenegro’s visa regulations with European Union standards, fulfilling obligations related to Chapter 24 of its EU accession negotiations, which covers justice, freedom, and security.

In response to the new rules, Russia and Belarus have announced reciprocal measures. Montenegrin citizens will require visas to enter Belarus starting November 1, while visas for entry into Russia will be required from December 30. Montenegro has also initiated the process of terminating visa-free agreements with Russia, Belarus, and Turkey, though an official date for reciprocal measures from Turkey has not yet been confirmed.

China has maintained its visa-free regime for Montenegrin citizens until December 31, 2026. For travelers from the five affected countries who entered Montenegro legally before the end of October, existing stay rules remain in effect. Exceptions to the new visa requirements apply to individuals holding valid Schengen visas, or visas/residency permits from the US, UK, Canada, Australia, Japan, or New Zealand.
