Montenegro launches digital training program for public administration

Montenegrin Prime Minister Milojko Spajić has introduced the ‘Program obuke za modernu administraciju’ (Training Program for Modern Administration), a digital skills initiative aimed at transforming the country’s public sector. Organized by the Human Resources Administration and the Regional School of Public Administration (ReSPA), the program, referred to as ‘NextGenGov’, focuses on developing advanced digital competencies among civil servants.

Spajić described the initiative as a ‘small revolution’ designed to improve the quality of public services and accelerate institutional decision-making. He emphasized that digital transformation involves more than just new software; it requires personnel capable of understanding data and processes to design better solutions. The program is intended to address the challenges of rapidly evolving technologies and human resource capacities.

The initiative is also framed as a critical component of Montenegro’s European Union accession path. Spajić noted that to meet EU goals by 2028, the country requires a highly efficient administration where effectiveness is driven by skilled individuals rather than just procedures and regulations.
