Montenegro media strategy shows legislative progress but implementation lags

The Center for Civic Education (CGO) reports that while Montenegro has made legislative progress regarding its Media Strategy adopted in October 2023, practical implementation remains lagging. Key laws concerning media, audiovisual services, and the Public Media Service have been passed to align with European Union standards.

However, CGO notes that critical goals such as the independence of the Public Service of Montenegro (RTCG), effective self-regulation, and the safety of journalists are falling behind schedule or showing deterioration compared to 2021 levels. While Montenegro improved its ranking in the 2026 Media Literacy Index, moving from 33rd to 26th place, certain planned measures regarding disinformation and the formation of the National Council for Media Literacy have not yet been realized.
