Montenegro Minister outlines digital state goals at 2BS Forum

At the 2BS Forum in Budva, Montenegro’s Minister of Public Administration, Marash Dukaj, emphasized that digital transformation must prioritize citizen rights, security, and trust. He noted that the Ministry completed 100% of its planned digitalization activities last year, launching 57 new electronic services. A primary objective is the implementation of a ‘Digital Wallet’ to allow citizens to securely manage digital identities, documents, and certificates.

Dukaj also addressed cybersecurity, stating that Montenegro is better prepared than in 2022 due to improved legislative frameworks, such as the Law on Information Security aligned with the EU’s NIS2 directive. Key institutions established to protect the digital space include the Cyber Security Agency, the State Administration CIRT, and the Government Security Operations Center (G-SOC).

In related discussions at the forum, experts highlighted the rising challenge of hybrid threats and disinformation campaigns. Gordan Akrap, Prorector of the University of Defense and Security ‘Dr. Franjo Tuđman’, argued that no single nation possesses sufficient technological or cognitive capacity to combat these threats alone, stressing the need for international cooperation and national consensus to protect democratic processes.
