Montenegro moves to align cosmetics law with EU standards

The Montenegrin government, on the proposal of the Ministry of Health, adopted a draft amendment to the Law on Cosmetic Products. The amendment seeks full alignment with the European Union legal framework, improving quality and safety standards for cosmetics sold in the country.

The new provisions will increase transparency by making detailed ingredient and adverse‑effect information available to consumers through labels, accompanying documentation or digital platforms. They also clarify the responsibilities of manufacturers, importers, distributors and authorized representatives, strengthening the overall supply‑chain accountability.

By bringing national legislation in line with EU rules, the measure supports Montenegro’s commitment to the EU accession process, particularly the free movement of goods chapter, and aims to boost consumer confidence and public health protection.
