Montenegro officials address rising peer violence in Parliament

Montenegrin officials and lawmakers addressed the rising issue of peer violence during a parliamentary committee session. Damir Gutić, Minister of Social Welfare, Family and Demography, emphasized that violence among children is a systemic problem requiring strong inter-institutional cooperation for effective victim protection and the rehabilitation of minors.

Gutić highlighted the Ministry’s Strategy for the Prevention and Protection of Children from Violence (2025–2029), noting that 100 percent of the 2025 measures were implemented and 60 percent of 2026 activities are complete. Plans include establishing a national “Barnahus” model for children victims of severe sexual and physical violence and expanding day-care services for children with behavioral issues.

However, MP Boris Mugoša criticized the current state of prevention, stating that the system focuses on consequences rather than root causes. Mugoša reported that peer violence is increasing and noted high risks among students regarding gambling and substance abuse, including cocaine, heroin, and amphetamines. He also cited statistics showing that 73 percent of students have tried alcohol, with significant numbers reporting early consumption.
