Montenegro adopts sweeping reforms covering social economy, whistleblower protection and femicide law

The Montenegrin government approved a package of legislative reforms in late June 2026. A new Social Economy Law establishes a register and council for entities that combine economic activity with social impact, aiming to create jobs for vulnerable groups such as people with disabilities, the long‑term unemployed, youth without experience and rural women. The law aligns Montenegro with EU social‑economy policies.

At the same 132nd session of the government, additional bills were adopted: a whistle‑blower protection act that implements EU Directive 2019/1937, amendments to the anti‑corruption law, a law on state commodity reserves for emergencies, and a mining law introducing a critical mineral exploitation plan. The government also announced that introducing a specific criminal offence for femicide is not blocked by EU law, urging rapid adoption to protect women.

These measures are presented as steps toward greater transparency, stronger anti‑corruption safeguards, and enhanced social inclusion, reinforcing Montenegro’s EU accession agenda.
