Montenegro proposes constitutional changes to abolish ministerial immunity

The Montenegrin government has proposed constitutional amendments aimed at strengthening anti-corruption measures. The proposals include the abolition of immunity for government members regarding criminal offenses committed in the performance of official duties, as well as the introduction of mandatory prior integrity checks for mandate holders and candidates for the Cabinet.

Deputy Prime Minister Momo Koprivica clarified that these two measures are not being used as compensation for one another, but are both being pursued to implement strict corruption prevention standards. An extraordinary parliamentary session has been scheduled for September 2 to discuss the removal of immunity. A discussion regarding the mandatory integrity checks will be scheduled following the standard 30-day procedure after the proposal was submitted on August 17.

Koprivica emphasized that these steps are intended to support Montenegro’s goal of achieving full membership in the European Union.
