Montenegro proposes new residency laws for digital nomads and foreign workers
The Montenegrin government has drafted a new Law on Foreigners that introduces significant changes to the residency and work status of various categories of foreign nationals. A key highlight of the proposal is the regulation of digital nomads, who may be granted temporary residence permits for up to two years, with the possibility of an extension for another two years. This provision also allows for family reunification for digital nomads.
For other foreign workers, the law proposes a unified permit that combines the right to temporary residence and work. This permit is typically issued for the duration of an employment contract, up to a maximum of one year, though it can be extended to two years for full-time employees. The proposal also establishes specific regimes for high-skilled workers, seasonal workers, researchers, and healthcare professionals, the latter of whom may receive permits for up to three years with a similar extension period.
To ensure compliance, the government is introducing stricter controls on employers, with potential fines of up to 10,000 euros for those who bypass the new regulations regarding the illegal employment of foreigners.
