Montenegro faces debt shifts and major infrastructure investment needs

Montenegro is facing several significant economic and infrastructural developments. According to the Ministry of Finance, the country's gross public debt stood at 5.02 billion euros (58.5% of GDP) at the end of June 2026. While total debt decreased by 111.1 million euros during the second quarter, state deposits also fell by approximately 117.1 million euros, leading to a slight increase in net public debt to 4.49 billion euros.

In the financial sector, the Central Bank of Montenegro stated that the European Central Bank's 0.25% interest rate hike will not automatically result in higher loan installments for local citizens, as adjustments depend on individual commercial banks.

Infrastructure and agriculture also present challenges. The World Bank reports that Montenegro requires over 1 billion euros in investment by the mid-2030s to modernize its water and wastewater sectors to meet EU standards. Additionally, an analysis by the Chamber of Commerce of Montenegro reveals that the country has spent approximately 11 billion euros on food imports over the last two decades, resulting in a nearly 10 billion euro trade deficit in the agricultural sector.

On the development front, the EBRD is considering a 10 million euro credit package for the microfinance institution Alter Modus to support small businesses, women, and youth entrepreneurs.
