Montenegro ranks highest in regional parliamentary transparency index
A regional Openness Index study has ranked the Parliament of Montenegro as the most transparent legislative institution in the region, achieving a score of 82.26 percent across 109 indicators. The ranking, which evaluates transparency, accessibility, integrity, and efficiency, places Montenegro at the top, followed by the Assembly of North Macedonia with 76.04 percent.
The National Assembly of Serbia recorded a score of 59.42 percent, while the state parliament of Bosnia and Herzegovina ranked last in the region with a score of 58.49 percent. Boban Stanišić, Secretary General of the Parliament of Montenegro, noted that these results were maintained despite intense legislative activity aimed at aligning domestic regulations with European Union law.
The research was conducted by the Center for Democratic Transition (CDT) within the ACTION SEE regional network of non-governmental organizations, with support from the National Endowment for Democracy (NED). The index utilizes quantitative and qualitative metrics, including the availability of information on institutional websites, legal framework analysis, and institutional responses to freedom of information requests.
