Montenegro receives €100 million EU reform loan as Aman Sveti Stefan resort set to reopen

The Montenegrin government and Adriatic Properties reached a settlement to reopen the Aman Sveti Stefan resort, with the island portion expected to open on 1 July 2026. The state will obtain a 10 % share of the complex’s annual profit and has pledged no new construction in the disputed Miločer park. The deal has sparked public backlash over private‑beach access and high prices, with social‑media users commenting, "Ovo je za bogataše, a ne za narod."

In a separate agreement, Montenegro’s Ministry of Finance and France’s Development Agency (AFD) signed a €100 million Development Policy Loan to support reforms required for EU accession. The loan targets waste management, renewable energy, forest management, emissions reduction and climate resilience. Finance Minister Novica Vuković said the pact “confirms a strong partnership between Montenegro and France” and highlighted President Emmanuel Macron’s presence as a signal of support for Montenegro’s European path.
