Montenegro police union leaders arrested for 1.87 million euro embezzlement

Four current and former leaders of police and security sector unions in Montenegro have been arrested on suspicion of abusing their positions for financial gain. The suspects include Mladen Šuškavčević, Dragoljub Milović, Žarko Mrdović, and Danilo Radunović.

Authorities allege that between 2017 and 2025, the suspects misappropriated funds from the Security Institutions Union. These funds, which were provided by the Ministry of Internal Affairs and the Government of Montenegro, were specifically earmarked to address the housing needs of employees. Instead, the money was allegedly used for purposes unrelated to housing, causing an estimated total damage of 1.875 million euros to the union, the Ministry, and the Government.

Investigations revealed that the union had no account turnover between its founding in 2014 and May 2017. Furthermore, from 2014 to 2020, member unions reportedly failed to pay dues. Since 2020, membership fees have accounted for only about 2.5 percent of the union's total funds, with the vast majority of capital originating from government allocations for housing.
