Montenegro: SEP criticizes proposed constitutional amendments

The Party of European Progress (SEP) has criticized proposed constitutional amendments in Montenegro regarding the integrity of candidates for high-ranking positions. The party argues that the amendments lack a clear definition of what constitutes integrity and fail to specify the criteria, procedures, or the specific authority responsible for conducting such checks.

SEP claims that these amendments could lead to the rule of a repressive apparatus rather than the will of the citizens. They expressed concern that the lack of a defined institutional authority or legal protections could result in discretionary rather than objective assessments, potentially undermining political rights and increasing legal uncertainty.
