Montenegro State Audit finds budget irregularities and unrecorded funds
The State Audit Institution (DRI) has issued a qualified financial audit and a negative opinion on the regularity of operations regarding Montenegro’s proposed 2025 final budget law. Auditors identified material errors in financial reporting and irregularities in the management of state funds.
Key findings include the failure to transfer funds from state-owned companies to the state treasury. Specifically, Monteput’s profit of 3.64 million euros, including 1.47 million euros intended for sports clubs and various projects, was not properly recorded or paid into the treasury. Similarly, Airports of Montenegro failed to transfer 4.12 million euros in profits to the consolidated treasury account.
Additionally, the audit revealed that nine budgetary units incurred obligations exceeding their approved budgets by nearly 1.9 million euros. The Ministry of Finance reportedly failed to perform necessary fund reallocations, while obligations for paying previous debts amounted to 24.45 million euros.
