Montenegro Tenants' Association launches 'Krov' civic movement
Dragan Živković, president of the Montenegro Tenants' Association, has announced the launch of the 'Krov' (Roof) civic movement. Described as a non-partisan and mass platform, the movement aims to advocate for the rights of citizens facing housing instability.
Živković stated that the movement seeks to address issues such as the lack of official tenant registries, the absence of protective rental contracts, and the vulnerability of tenants to sudden rent increases or contract cancellations. He criticized current state responses as merely symbolic, leaving the majority of the population subject to an unregulated market.
The association claims that the tenant community represents more than 11 percent of Montenegro's total electorate, which could translate to between eight and ten parliamentary seats. The movement intends to use this political weight to reform national housing policy and ensure that housing is treated as a fundamental human right rather than a subject of profit speculation.
