Montenegro tightens temporary protection for Ukrainian conscripts

The Government of Montenegro has implemented stricter conditions for granting temporary protection to Ukrainian military conscripts. In accordance with European Union Implementation Decision 2026/1912, temporary protection will now only be approved for conscripts who can prove they resided in Ukraine prior to arrival and have either fulfilled their military service or have been officially exempted from it.

These new restrictions do not apply to Ukrainian citizens who are already receiving temporary protection within Montenegro. The decision was reached during the 142nd government session, presided over by Deputy Prime Minister Aleksa Bečić.

Additionally, the government approved a unified list of 102 priority environmental infrastructure projects with an estimated total value of 1.5 billion euros. Funding for these initiatives is expected to come from the Western Balkan Investment Framework, various EU programs, IPA funds, and loans from development banks such as the EIB, EBRD, and the World Bank. The government also introduced measures to purchase surplus lamb from domestic agricultural producers to support local farmers.
