Montenegro to introduce visa requirements for Turkish and other citizens

Montenegro will implement new visa requirements for citizens of Türkiye, Russia, Belarus, China, and Saudi Arabia starting November 1, 2026. This decision aims to align Montenegro’s visa policy with European Union standards as the country advances its EU accession process.

Currently, citizens of these nations can enter Montenegro without a visa for up to 30 days. This exemption will end on October 31, 2026. However, exceptions will remain for travelers holding valid visas or residence permits from the Schengen Area, the United States, the United Kingdom, or Ireland, who may still enter for up to 30 days.

Regarding Türkiye, the Montenegrin government intends to negotiate a separate bilateral agreement to allow holders of diplomatic, service, and special passports to continue traveling without visas. For ordinary passport holders, visa applications can be processed through VFS Global centers. The government is also working on an electronic visa system to facilitate future online applications.
