Montenegro to increase road usage fees by up to 500%
The Montenegrin government has approved a decision to significantly increase annual road usage fees, which are paid during vehicle registration. Starting July 1, 2027, these fees are expected to rise by between 100% and 500%.
The Ministry of Transport justified the increase by stating that current rates have not been updated since 2005 and no longer reflect real values due to cumulative inflation. The ministry also noted that the changes are necessary to align domestic regulations with European Union legal standards during Montenegro's accession process.
However, the Ministry of Finance expressed opposition to the scale of the increases. In an opinion signed by Minister Novica Vuković, the ministry warned that the proposed hikes could place a significant burden on citizens and the economy. While the Ministry of Finance noted that the changes would provide direct revenue for local budgets, it urged a reassessment to find a balance between infrastructure funding needs and maintaining an acceptable financial burden for vehicle users.
