Montenegro to introduce Film Culture elective in primary schools
The National Council for Education of Montenegro has approved a new elective subject, ‘Film Culture’, for seventh or eighth-grade primary school students. Proposed by the Film Center of Montenegro, the curriculum is scheduled to be introduced in schools starting from the 2027/2028 academic year.
The one-year program consists of 34 weekly lessons covering seven thematic areas. Students will learn the basics of film language, distinguish between different genres such as documentary and animation, study cinematography history, and develop creative skills through writing reviews and creating storyboards. The program was developed by a commission including representatives from the Institute for Schooling, the University of Montenegro, and Radio Television Montenegro.
The Ministry of Culture and Media stated that this decision is a significant step toward strengthening the role of art and culture in youth education. Officials emphasized that as audiovisual content becomes a dominant way for young people to consume information and form opinions, it is essential for the educational system to teach them how to critically analyze and understand the language of film.
