Montenegro to introduce visa requirements for Russian citizens

Montenegro is set to introduce a visa regime for Russian citizens starting November 1. This policy shift is part of the country’s efforts to align its visa regulations with European Union standards as it pursues EU membership.

Local residents and observers have expressed concern regarding the potential economic impact on the domestic tourism sector. Data from Monstat indicates that Russian tourists accounted for 16.4% of all foreign overnight stays in Montenegro in 2025, with their share rising to 22.1% in private accommodations such as apartments and rooms.

While the political necessity of aligning with EU rules is acknowledged, there are fears that the decision could affect the livelihoods of small business owners, including families renting private accommodations and owners of small restaurants who rely heavily on seasonal tourism revenue.
