Montenegro adopts new visa regime to align with EU standards
The Government of Montenegro has adopted a new decree regarding the visa regime, which will take effect on November 1. The regulation aims to fully harmonize Montenegro's visa policy with the European Union, fulfilling key criteria in negotiation Chapter 24 concerning justice, freedom, and security.
Under the new rules, citizens from over 80 countries—including EU member states, the United States, Canada, the United Kingdom, Serbia, Bosnia and Herzegovina, Albania, Japan, and Australia—can enter, transit, and stay in Montenegro for up to 90 days without a visa, provided they hold a valid travel document. Additionally, citizens of several countries, such as EU members, Serbia, and Bosnia and Herzegovina, may enter for up to 30 days using only a valid identity card.
However, the decree introduces mandatory visa requirements for citizens of five countries: Russia, Belarus, Turkey, Saudi Arabia, and China. This shift has prompted warnings from Russian officials, including Maria Zakharova, regarding potential reciprocal measures that could impact Montenegrin tourism and investment. The Russian tourism industry has also noted that visa costs for Russian citizens will be approximately 35 euros for adults.
