Montenegro to introduce visas for Russia, Belarus, and Turkey

The Montenegrin government has approved a decision to end visa-free travel for citizens of Russia, Belarus, and Turkey, effective November 1, 2026. This move is intended to align the country's visa policy with European Union regulations as part of its ongoing EU accession process.

To implement this change, Montenegro will initiate formal procedures to terminate existing bilateral agreements with these three nations. However, the government has indicated it may negotiate a new bilateral agreement with Turkey to maintain visa-free access for holders of diplomatic, official, and special passports.

The policy shift could significantly impact Montenegro's tourism sector. Data from MONSTAT shows that Russian tourists are a major market, accounting for 16.4 percent of all foreign tourist nights in 2025 and 22.1 percent of nights in private accommodations. Turkish tourists also represent a notable segment of the visitor population. To facilitate the new requirements, Montenegrin visa applications may be processed through VFS Global centers in addition to diplomatic missions.
