Montenegro tourism surges as UAE residents enjoy new visa‑free entry and direct Dubai flights

Montenegro has introduced a temporary visa‑free entry scheme for eligible residents of the United Arab Emirates, running from May 1 2023 to October 1 2026. The exemption allows qualified UAE residents to stay up to 10 days without a visa provided they have lived continuously in the UAE for at least three years, travel on a direct flight from the UAE, hold a passport valid for the entire stay, and present a confirmed hotel booking or tour package.

The scheme coincides with direct, seasonal flights operated by flydubai between Dubai and Tivat, which have seen steady demand since the service launched in November 2017. Flydubai’s senior commercial officer, Jeyhun Efendi, noted that the route’s popularity remains consistent, driven by the combination of visa‑free access and affordable travel options. Round‑trip fares typically range from AED 2,000 to AED 4,000, while holiday packages for three to five nights start around AED 1,800 and can exceed AED 8,000 for premium itineraries.

Travel agents and airlines report that the visa‑free policy is attracting UAE families and expatriates seeking short European getaways, positioning Montenegro as a cost‑effective alternative to traditional Mediterranean destinations.
