Montenegro advances EU accession and digital regulation

Montenegro is advancing its integration into the European Union, with the European Commission preparing an accession agreement that could be signed by summer 2025. If ratified, Montenegro could become the 28th EU member by 2028. Key progress has been noted in Chapter 31, covering foreign and security policy, though bilateral issues and regional political shifts remain factors in the ratification process.

In parallel with EU alignment, the Montenegrin Parliament has adopted the Law on the Implementation of the EU Digital Services Act (DSA). This legislation establishes a national framework to protect citizens online and define the responsibilities of digital service providers. The Agency for Audiovisual and Media Services will serve as the digital services coordinator and the primary contact point for the European Commission.

Separately, health data from the International Agency for Research on Cancer indicates that Montenegro has the highest breast cancer mortality rate in Europe. Experts emphasize the urgent need for improved prevention, regular screenings, and psychological support for patients to address the high mortality rates recorded in 2024.
