Montenegro Unveils Draft Strategy for State‑NGO Cooperation 2027‑2031

Montenegro’s Ministry of Public Administration held three public round‑table meetings in Bar, Podgorica and Bijelo Polje to discuss the Draft Strategy for cooperation between state bodies and non‑governmental organisations for 2027‑2031, together with an Action Plan for 2027‑2028. The discussions highlighted the strategy’s aim to improve democratic governance, participatory policy‑making and a supportive environment for civil‑society groups, in line with Montenegro’s EU accession obligations and EU civil‑society strategy.

The draft outlines three strategic goals: strengthening effective partnership with civil society, ensuring an open and secure space for NGOs, and providing sustainable, transparent financing. The public consultation runs until 26 July 2026, after which submitted comments will be compiled into a report posted on the ministry’s website.
