Montenegro's Minimum Pension Set at €456, Over 64,000 Retirees Receive It
Amendments to Montenegro’s Pension and Disability Insurance Law, effective 1 January 2024, established a minimum pension of €456 per month. Data from the Pension and Disability Insurance Fund (PIO) show that more than 64,500 pensioners receive this amount, and an additional 15,143 retirees receive a top‑up to reach the minimum level.
In June 2026 the average pension was €561.97, and a total of 83,228 pensioners received up to the average pension amount. Overall, the Fund disbursed pensions and benefits to 132,524 beneficiaries, including 121,501 residents of Montenegro and 11,023 abroad. The fund’s director, Vladimir Drobnjak, said that contribution revenues are expected to rise and remain within the fiscal plan announced by the Montenegrin government.
