Montenegro's RTCG Shows Five-Year Growth as Media Reforms Advance

General Director Boris Raonić said the public broadcaster RTCG has become Montenegro’s most‑watched media outlet over the past five years. The broadcaster doubled funding for independent productions, expanded its own output, launched the free OTT platform MNE Play, added four new online radio channels and integrated TV, radio and digital services into a single newsroom. It also digitised archives, introduced AI tools, and upgraded facilities, while reporting doubled marketing revenues and higher staff salaries.

A panel organised by the civil‑society group KOD highlighted growing digital attacks on critical voices in Montenegro. Participants noted that the 2024 audiovisual media law, while strengthening regulator independence, faces implementation challenges, especially the delayed appointment of two members to the agency’s board. They called for stronger media literacy, support for professional journalism and clearer definitions of hate speech to protect public‑interest reporting.
