Monumento a los Caídos in Pamplona protection downgrade challenged by UPN

The regional party Unión del Pueblo Navarro (UPN) has filed an appeal before the Tribunal Superior de Justicia de Navarra against a resolution by the Dirección General de Cultura‑Institución Príncipe de Viana that lowered the heritage protection level for the Monumento a los Caídos in Pamplona. The change would permit demolition or alteration of elements such as the side arches and the crypt.

UPN argues the decision breaches Navarra’s cultural heritage law because it diverges from the technical report issued by the Servicio de Patrimonio Histórico, which recommended maintaining the existing protection to preserve the building’s architectural integrity. The party says the administration must justify any departure from specialist recommendations and that references to the Law of Democratic Memory do not exempt compliance with heritage regulations.
