Albania navigates EU integration, economic shifts, and rising costs

Albania is navigating a complex period of economic and political transition. On the diplomatic front, Speaker of the Parliament Niko Peleshi and EU Ambassador Sofia Moreira de Sousa emphasized that while progress toward EU integration is evident, the focus must now shift from passing laws to effective implementation and comprehensive reforms to meet the 2030 membership goal.

Economically, Moody’s has upgraded Albania’s outlook from ‘stable’ to ‘positive’ while maintaining its Ba3 rating. The agency forecasts real GDP growth of 3.6% in 2026 and 3.5% in 2027, noting a gradual reduction in public debt. However, Moody’s warned that rapid increases in housing prices and banking sector exposure to real estate pose risks to financial stability.

Domestic challenges persist, particularly regarding the cost of living. Food prices in Albania reached 103% of the EU average in 2025, a significant increase from 2016 levels. Additionally, the FBI is set to engage with Albanian security structures in 2026 to discuss organized crime, terrorism, and cybercrime during the 42nd FBINAA European Chapter meeting in Tirana.
