Mooresville officer arrested for misusing license plate readers
A Mooresville, North Carolina, police officer, Elizabeth Anne Snowman, has been arrested following an internal audit that revealed she misused the department’s Flock license plate reader system.
Investigators allege that Snowman used the system 31 times to track the movements of her boyfriend’s ex-wife. According to authorities, she provided false justifications for these searches, claiming 29 were related to motor vehicle infractions and two were for burglary or robbery. Snowman, who joined the department in January 2025, was arrested on August 5, 2026, and faces a misdemeanor charge of accessing computers.
Police Chief Ron Campurciani described the incident as “frustrating and aggravating,” noting its impact on public trust in the technology. A separate human-resources investigation is underway to determine Snowman’s employment status.
