Morella adopts new Municipal Organic Regulation to boost citizen participation

The municipal council of Morella passed its first Municipal Organic Regulation (ROM) after a 32‑year period of socialist rule. The regulation creates a "torn ciutadà" that allows residents to ask questions or make proposals at plenary sessions, either individually or through registered civic entities, with a five‑minute speaking window before debate. The People’s Party (PP) promoted the measure and secured its approval with the governing team’s support, while the Spanish Socialist Workers' Party (PSOE) opposed it. PP spokesperson Jesús Ortí highlighted the reform as a step toward transparency, dialogue and an end to the perceived opacity of the previous administration. The new rules also enable civic organisations to intervene in debates on municipal matters. Critics argue the change is politically motivated, but proponents say it restores democratic participation for Morella’s citizens.
