Mexico's INE faces criticism over Morena's anticipatory campaign spending
Senator Manuel Añorve Baños of the PRI says the ruling Morena party is carrying out illegal anticipatory campaign activities in 17 states ahead of the 2027 elections, spending large amounts of public resources. He cites documented cases in Guerrero, Colima and Chihuahua and urges the Instituto Nacional Electoral (INE) to intervene.
Electoral counselor Carla Humphrey notes that the INE still lacks clear guidelines to audit such anticipatory acts. A proposal submitted to the Council General on 29 May received backing from only three councilors, and a second document was recently withdrawn, leaving a regulatory vacuum before the elections begin in about a month. She stresses that the INE’s authority covers only federal elections, while local bodies oversee state races.
A further INE council vote deferred the issuance of lineamientos to regulate precampaign spending, prompting concerns that party expenditures may already have exceeded legal limits in many of the 17 states preparing for 2027 gubernatorial contests. Calls are being made for a centralized audit of party resources.
