Moritz Schularick criticizes Bundeswehr spending priorities

Moritz Schularick, President of the Kiel Institute for the World Economy (IfW), has issued sharp criticism of German Defense Minister Boris Pistorius regarding the allocation of the 700 billion euro Bundeswehr modernization budget available through 2030.

Schularick argues that the current spending focus is misplaced, prioritizing traditional manned vehicles like tanks and frigates over future-oriented technologies. He contends that because Germany faces a shortage of personnel willing to serve in traditional roles, the military should instead prioritize investments in artificial intelligence, robotics, drones, and satellite technology.

To address perceived institutional inefficiencies and the slow pace of the Ministry of Defense, Schularick proposes the appointment of a central procurement coordinator within the Chancellery. He suggests individuals with significant political influence and industrial experience, such as former Telekom CEO René Obermann or former Airbus CEO Tom Enders, to bridge the gap between industry, startups, and government ministries.
