Moroccan Human Rights Association urges review of 2011 constitution after 15 years

The Moroccan Association for the Defense of Human Rights presented a report on 31 July 2026, marking the 15th anniversary of the 2011 constitution. The report finds a persistent gap between the constitutional text and its implementation, noting ongoing violations of rights such as the right to life, freedom of expression, press freedom, and the right to peaceful assembly and association.

It calls for a nationwide debate on the constitutional experience and recommends urgent legislative reforms, stronger parliamentary oversight, enhanced independence of the judiciary, and greater powers for the Constitutional Court. The association also urges the conversion of economic, social and cultural rights from constitutional declarations into measurable public policies, and stresses the need to protect citizens from torture, the death penalty and other forms of ill‑treatment.

The organization stresses that these steps are essential to solidify the rule of law, protect civil liberties and ensure the constitution keeps pace with societal changes.
