Moroccan lawyers extend strike against new legal profession law

The Association of Bar Associations in Morocco (ABAM) has decided to extend its strike and continue the suspension of professional services in protest against Law 66.23, which regulates the legal profession. Despite the law having been published in the Official Gazette and entering into force, legal professionals maintain that the battle to overturn the text continues.

Lawyers argue that the new legislation threatens the independence of the profession, its self-regulation, and the immunity of defense. They contend that the law expands the intervention of the Ministry of Justice and the Public Prosecution in professional affairs, moving toward a model of oversight rather than autonomy.

There is also significant controversy regarding the legislative process. The Association has called for an institutional debate concerning why the law was published and implemented after being referred to the Constitutional Court, where it reportedly failed to meet the necessary requirements for a ruling on its merits.

While some legal figures have called for a return to work to protect the rights of litigants, the ABAM has scheduled a follow-up meeting for September 10, 2026, to determine the next phase of protest and hold a press conference to address the national public.
