Moroccan University Presidents defend flexible timing training fees

The Forum of Moroccan University Presidents has issued clarifications regarding the controversial registration fees for "flexible timing training" (التكوين بالتوقيت الميسر). This educational model is designed for employees and professionals seeking to continue their academic paths while managing professional obligations.

The Forum emphasized that this system is legally grounded and does not violate the principle of free public education for regular students. While bachelor's degree fees remain unchanged, master's degree fees have been reduced to facilitate access. However, doctoral fees have sparked significant debate, with reports noting costs reaching up to 20,000 dirhams annually.

University presidents explained that doctoral fees are necessary to support scientific research and academic supervision. They specified that 40% of these revenues are allocated to management and investment, while 60% are dedicated to supporting scientific research and compensating professors. To mitigate financial strain, universities offer payment facilities and exemptions for employees earning the minimum wage.
