Morocco implements regional Territorial Health Groups

Morocco has officially implemented a new regionalized healthcare management model through the activation of Territorial Health Groups (GST) in several regions, including Fès-Meknès and Casablanca-Settat, as of September 1, 2026.

In the Fès-Meknès region, the new structure aims to unify the management of public health institutions, ranging from primary care to university hospitals. The region has been organized into three main health zones: Fès, Meknès, and Taza. Current provincial health delegates will temporarily hold new leadership roles to ensure continuity during the transition.

In Casablanca-Settat, the GST has also begun operations with the goal of improving patient care pathways, rationalizing resources, and accelerating digital transformation. However, the implementation in this region has faced scrutiny regarding transparency. Reports indicate that new leadership roles were filled through direct appointments without open calls for applications, leading to concerns regarding meritocracy and the qualifications of appointed administrators.

This reform is part of a broader national health system overhaul in Morocco, designed to shift from fragmented management to an integrated regional model that prioritizes local population needs and optimizes human and financial resources.
