Morocco Ministry of Interior issues strict 2027 budget guidelines
Morocco’s Ministry of Interior has issued new directives to local authorities regarding the preparation of the 2027 fiscal year budgets. Minister Abdelouafi Laftit instructed regional governors and officials to ensure that budgets are realistic, efficient, and sustainable, particularly as the 2027 fiscal year coincides with the end of the current mandate and upcoming local and regional elections.
The guidelines emphasize strict control over spending to prevent the accumulation of unnecessary debt for future administrations. Key measures include reducing operating costs—such as fuel, transport, hospitality, and conferences—and optimizing the use of water and electricity in public facilities. Authorities are also urged to prioritize settling existing financial obligations and completing ongoing projects rather than launching new, non-urgent “election-driven” projects that lack proper legal or real estate status.
Additionally, the Ministry has called for improved resource management, including the enhancement of tax collection, the updating of property and equipment inventories, and the redirection of financial surpluses toward investment rather than permanent operating expenses. The directives also mandate transparency in subsidies provided to civil society organizations and cooperatives.
