Morocco's Council of Councillors approves law restructuring the legal profession

The Moroccan Council of Councillors voted by majority to pass the second reading of Bill No. 66.23, which reorganizes the legal profession. Amendments set a 10 % ceiling on discounts that the professional body may apply to lawyers' fees, extend the deadline for lawyers to request re‑registration after a period of inactivity to five years, and redefine the composition of professional boards based on the number of practicing lawyers. Additional provisions update the handling of escrow accounts, adjust procedural timelines, and clarify disciplinary safeguards.

Justice Minister Abdel Latif Wahbi presented the changes, emphasizing that the reforms aim to strengthen solidarity among lawyers and improve the legislative clarity of the profession’s governance.
