Morocco releases report on state-owned enterprise investments

The National Agency for the Strategic Management of State Holdings and Performance Monitoring has released its second “State as a Shareholder Report” for the 2024-2025 period. The report highlights a significant increase in investments by state-owned enterprises and companies, which rose by approximately 27 percent in 2024 to reach 80 billion dirhams.

Investment distribution shows a high concentration in specific regions. Three regions—Casablanca-Settat, Marrakech-Safi, and Rabat-Sale-Kenitra—account for approximately 69 percent of total investments, totaling 54 billion dirhams. Casablanca-Settat leads with 30.98 percent, followed by Marrakech-Safi at 24.04 percent and Rabat-Sale-Kenitra at 14.05 percent.

The report marks a transition from establishing institutional foundations to implementing reforms and measuring their impact. Key objectives include enhancing governance professionalism, improving transparency through consolidated state accounts, and restructuring certain public institutions into joint-stock companies to ensure financial sustainability and national sovereignty.
