Morocco seeks massive investment for 2030 green transition

Morocco is facing a massive financing challenge to achieve its green transition goals. The World Bank estimates that approximately $78 billion in investment is required between 2022 and 2050 to establish a resilient, low-carbon economy. This includes addressing water scarcity, flood resilience, and industrial decarbonization.

Following updated climate ambitions submitted in September 2025, the Moroccan Ministry of Economy and Finance has increased the required investment estimate to $96 billion to implement 107 structural projects and 80 sectoral objectives by 2035. These projects aim to reduce greenhouse gas emissions by 53%.

To meet these needs, Morocco is shifting focus toward attracting private capital to supplement public budgets. In September 2024, the country adopted its Climate Finance Development Strategy for 2030, developed in collaboration with Bank Al-Maghrib, the Moroccan Capital Market Authority, and the Insurance and Social Security Control Authority.
