Morocco unveils draft law to regulate national carbon market

Morocco has unveiled a draft bill to establish the legal architecture for a national carbon market. Prepared by the Ministry of Energy Transition and Sustainable Development, the text is currently open for a one-month public consultation period via the Secretariat-General of the Government.

The proposed law aims to create an integrated legal framework for climate action, ensuring better coordination among stakeholders and the implementation of a national climate transparency system. It is designed to align Moroccan national regulations with international commitments, specifically the United Nations Framework Convention on Climate Change and the Paris Agreement, including the cooperation mechanisms under Article 6.

A central component of the legislation is the creation of a ‘National Carbon Market Registry.’ This electronic platform would track greenhouse gas emission-reduction projects, manage transfer authorizations, and monitor the issuance and ownership of carbon units to prevent double counting. Additionally, the law seeks to establish a national accreditation system for validation and verification bodies to ensure their technical competence and independence.
