Morocco's Ombudsman calls for public dialogue on administrative reform
The Institution of the Ombudsman of the Kingdom of Morocco has called for a broad public dialogue regarding the future of administrative reform and the civil service. In a memorandum titled ‘Administrative Reform Policies and the Need for Broad Public Dialogue and Clear Government Positioning,’ the institution emphasizes the need for clear government leadership to ensure a unified vision, coordinated interventions, and program continuity.
The initiative aims to place administrative reform at the center of public debate, viewing it as a horizontal policy essential for institutional trust and the quality of public services. The Ombudsman noted that administrative organization directly impacts citizens' rights, including the respect for deadlines, clarity of responsibility, and the effectiveness of grievance redressal.
The memorandum also highlights practical difficulties encountered during government transitions, such as the redistribution of competencies and the restructuring of administrative sectors. These challenges can affect the continuity of services and the processing of citizen grievances. Proposed reforms include improving management styles, service culture, decentralization, simplifying procedures, and ethicalizing administrative life.
